Knight Commission Announces New Members David Foster and Oliver Luck

The Knight Commission on Intercollegiate Athletics announced the addition of two new members David Foster and Oliver Luck, at its meeting on May 13, 2026.

Knight Commission Co-Chair Len Elmore said, “The Knight Commission is pleased to welcome David and Oliver as new members. Both bring unique perspectives from their deep sports business experiences. Most importantly, they share our common commitment to preserving the unique opportunities that college sports provide and supporting college athletes’ education, health, safety, and success.”

“Oliver Luck has experience providing leadership for teams and organizations in college and pro sports and David Foster led the National Basketball Players Association’s agent certification process among other responsibilities,” said Co-Chair Pam Bernard. “Their insights will be invaluable to our consideration of the many emergent issues in this new era of college sports.”

David L. Foster
David L. Foster is an attorney bringing years of experience working with professional athletes, agents, and a professional league. David currently leads sports business efforts for several organizations. He is General Partner and General Counsel to TFO Equity, and also serves as President of St. James Advisory Group, which provides strategic guidance to athletes, agents, and leaders within the sports world. David is Of Counsel at Ivie McNeill Wyatt Purcell & Diggs. As Deputy General Counsel for the National Basketball Players Association (NBPA) for almost 10 years, David was heavily involved in the last two collective bargaining negotiations between the NBPA and the National Basketball Association. David’s career includes a decade as a prosecutor with Assistant District Attorney assignments in Queens County, New York, and for the District of New Jersey. 
A graduate of Princeton University with a Bachelor of Arts in History, David earned his J.D. from Fordham University School of Law.

Oliver Luck
Oliver Luck serves as President of Palmetto Trust Company, LLC and serves on the West Virginia University Board of Governors. His previous roles have included Commissioner of the XFL, Executive Vice President for Regulatory Affairs and Strategic Partnerships of the NCAA, and Athletics Director of West Virginia University. He has served in leadership roles with the Houston Dynamo of Major League Soccer, the National Football League, and was Chief Executive Officer of the Harris County-Houston Sports Authority, where he oversaw the financing, construction, and management of professional sports and entertainment infrastructure, including Minute Maid Park (now Daikin Park), Reliant Stadium, and Toyota Center.

A 1982 graduate of West Virginia University and a 1987 graduate of the University of Texas School of Law, Oliver played quarterback for the Mountaineers, earning Academic All-America honors twice and recognition as a National Football Foundation National Scholar-Athlete. Oliver played professionally for five years with the NFL’s Houston Oilers.
